Prof. Kang Xiaoguang

KANG Xiaoguang, Male, Han Chinese, born in Shenyang, Liaoning Province in 1963. He received his Bachelor degree in Applied Mathematics from Dalian Polytechnic University in 1986; and graduated from the Graduate School of the Chinese Academy of Sciences in 1993.

He used to work at the Research Center for Ecological Environment, Chinese Academy of Sciences between 1993 and 2005. In 2005, he transferred to the Renmin University of China and became a professor teaching at the School of Agriculture and Rural Development. Since 2007, he also has started heading the NPO Research Center at the School of Public Administration as the Founding Director. Currently he still holds the professorship at the Graduate School of the Chinese Academy of Sciences and is a part-time Professor at the School of Public Administration, Tsinghua University.

Between 2000 and 2002, he was a visiting scholar at School for Advanced International Studies (SAIS), Johns Hopkins University and at the Service Center for China Studies, the Chinese University of Hong Kong.

Professor KANG’s areas of study include state-social relationship, political development and political stability, as well as political culture. Specifically in the area of state-social relationship, he focuses on the transformation of social structure, the modes of administration over NGOs by the state, and NGO development. In the area of political development and political stability, he does research on the political structure, political stability mechanism and the models of political development after mid 1990s. Lastly in the area of political culture, he mainly studies the relationship between Confucianism and political development.

He has published over 10 monographs and over 40 articles.His major monographs include (but not exclusively):

  • Benevolent Government (Ren Zheng)-The Third Path of China’s Political Development, World Scientific Publishing Co. Pte. Ltd, Singapore;
  • Perspectives on the Falungong Incident, Ming Pao Press, Hong Kong;
  • Study on Poverty Reduction Activities of NGOs, China Economics Press;
  • Power Transfer: Changes in China's Power Patterns in the Transition Period, Zhejiang People Press, Hangzhou.

His articles have been published in the key academic journals such as Strategy and Management, Twenty-First Century, Sociological Studies, Social Sciences in China, etc. These mainly include Categorized Control: Studies on State-Social Relationship in Mainland China at Present; An Analysis on Political Stability of China in the Next Three to Five Years; A Study of China's Political Stability in the 1990s; Outlines of Cultural Nationalism; On China Being Special; On A Cooperationist State; Benevolent Government, etc.

His work has been funded by the Ford Foundation, the Asian Foundation, Oxfam, HK, UNDP, Asian Development Bank, China Foundation for Poverty Alleviation, Chinese Academy of Sciences as well as central and local governments. He has provided policy advice to the Chinese government and international organizations, and therefore has great policy impact.

Besides academic research, he has been actively engaged in guidance and advice for NGO practical work. He is currently the Vice Chairman of the Board for the China Youth Development Foundation, holding trusteeships for NGOs including the China Foundation for Poverty Alleviation, the Narada Foundation, China Social Entrepreneur Foundation, Beijing Rural Women Knowing All Cultural Development Center, etc., and also the Chairman of the Jury Committee for China Poverty Eradication Award.

In 1996, Professor KANG received the First Prize for Scientific and Technological Progress at Chinese Academy of Sciences; in 1997, the same; and in 1999, he was awarded with Special Subsidy and Certificate provided by the State Council.

Professor KANG Xiaoguang’s research has been widely reported in important media bodies both in China and abroad, for instance, in China, the China Central TV, Oriental TV, Xinhua News Agency, China News Agency, People’s Daily, China Youth Daily, Guangming Daily, Economics Daily, Cankaobao, Huaxia Times, Beijing Evening News, South Weekend,South.Wind.View.Magazine,Oriental Outlook Weekly, China Newsweek, Phoenix Weekly, Phoenix TV, and international media which include the AP, Washington Post, The Economist, New York Times, the Economist, Wall Street Journal, Reuters, Lianhe Zaobao, NHK, KBS, Asahi Shimbun, the German National TV, the Austrian National TV, etc.
